A friend of mine told me that he was having connection problems when his brother started wearing a tether or GPS tracking device, for a "crime" he commited.

Then he told me that is the ISP that has the problems, but we havent talk for days and I don't know how long is he going to be with that problem.

Is that possible, or just pure coincidence?

I really hope is coincidence and is just the ISP.

While you havent stated the ISP type, I highly doubt that there would be any interaction or interference.

Test by having him walk around and see if performance suffers.
