If you mean the website, add msn.com to your HOSTS file and give it an address of 127.0.0.1

Do you really think that you can get an accurate answer if you ask your question without providing more information. If you want to block MSN access you need to block the ports that MSN uses:

Windows Messenger - voice (computer to phone): 2001-2120, 6801, 6901;


MSN Messenger - file transfers: 6891-6900;
