i have my passport but its foreign and i ahve a drivers license is the greencard necesary to??

If you are US citizen or permanent resident and are travelling to the US Virgin islands then you only need a state issued ID card.

If you are US citizen or permanent resident and are travelling to the BRITISH Virgin islands then you WILL need a passport

For non citizens and non reseidents, you will need a passport

If you are a foreigner, you definitely must have a passport or a green card to come to the Virgin Islands or anywhere in the United States.

It depends where are You embarking and Your Nationality?

Us Citizens and Residents...embarking in US Your State ID is all You need..You can check with your travel agent is getting off in the NoN US Island what do You Need...

Non Residents embarking in US..need theur Passport and Visa.
