since neo means new how do neo cons differ from old cons

Neo cons are a group that is socially liberal. Originally associated with the Democratic Party, they believe in America, that it's a great system, and they support exporting our system to all countries in the world, by force if necessary.

Ultra cons are socially and politically conservative. Usually devout christians, they argue in favor of supplanting Constitutional law with Biblical Law. They support the foreign policy objectives of the neo cons.

Many people use the terms interchangeably, though they're quite different.

Well, neo cons are how should I say moderate in social issues and less tied to the traditional conservative beliefs. So when you hear a person is a neo con they are likely 'socially aware" and concerned; more government money used for the poor, the down trodden and what have you.

Note: I am a conservative, not a neo con.

I have no idea. Some guy some day decided hey I'll call the new conservatives neo-cons it sounds scarier.

It means new conservatives. The primary difference, as I understand it, is that they support the use of the military for things other than strictly national defense.

I believe the group came out of some more liberal groups in the 60's who didn't like the foreign policy of liberals. They believed in active use of the military to achieve political goals.
