I assume that you mean "New Romantics."

It would be nice if you gave us a context. For example, if you are studying fashion or pop culture, then it would refer to an offshoot of the Punk culture where men dressed up in effeminate clothing -- think Boy George or Spandau Ballet.

On the other hand, if you are talking about literature, then it might refer to a movement in poetry that tries to reference the Romantics (Keats, et al) with their style,

Either way, many would consider them a bunch of poseurs.
