A good lawyer can beat a radar ticket, asking questions like when was the last time the radar gun was calibrated and the machine that calibrated it, was it up to date, and the cop that used it was he qualified. Lots of things. But it really might cost you much more to beat it then it will to pay it so my advice is to pay it and slow down. If you can't do the time don't do the crime. .

Okay, the ticket is a summons to court. If it says on it that there's a specific fine, what that means is that this is what you pay if you want to basically plead Guilty and not have to go to court. This is probably based on what the actual law says the appropriate fine is for conviction of that statute.

All the cop does is observe the infraction, and write the summons (the ticket). You don't actually have to pay anything until the court date and the judge says you do (unless you want to just plead Guilty and be done with it). Anything he says beyond that is probably just him telling you what he's seen happen in the past, such as "They don't take checks".

Yes, there are laws. He's not out there writing tickets without a law.

A $280 fine for 100kph in a 60kph zone would be very unusual, unless you're in Canada. I don't know of any other place that might use $ and Kph. However, that doesn't seem too far fetched for doing nearly twice the speed limit.
