Carleton university in Ottawa, Canada has always had a very good reputation for its architecture program. And, I think overall tuition costs might be significantly lower than any of the US universities listed.
Are you sure about architecture though? It's a lot of slog, for not much $$$.

That is an add....DO NOT PAY ATTENTION TO ANY OF THEM!!!!1
The second list is a good one.
Design intelligence puts out a survey every year adn that is the 2001 list Some adjustments have been made to the 2007 list.
Some others that usually make the list are:
