If the "knob" is on the wall with some flexible tubing attached to the toilet, it is a control valve that fills the tank when you flush. It's open when it it's turned counterclockwise and closed (turned off) when it is turned all the way clockwise. If your toilet begins to over flow, turn this valve clockwise (off) as fast as you can so you don't get water all over the floor.

if its the nob i'm thinking of....it turns off the water in case you need to fix the toilet or put a new one in.

It allows you to adjust water pressure and to turn the water on and off. You will notice 2 under your sink. Those are for hot and cold water.

ok, you have to be more specific.
the one on the floor, that is white, its not a knob, its like a cap that keeps the bolts from being visible, there is like two of them on the sides of some toilets.
if you mean the one on the back connected to a pipe, wellthats where the water comes from.
i cant think of any other knob like things.
