i am writing a thesis paper related to what the government does at each level for the victums of crimes.

Not nearly enough. As far as I know, they try to find the guy, if they do, they put the victim on the stand to make that person relive the entire incident (assuming that the person survived), the person must then be subjected to a long, painful cross examination during which time their life and credibility are picked apart before the public eye, and then they must go home whether the perpetrator is convicted or not and try to get on with their life. The end.

The federal government does nothing for the victim. I am not sure what can be done for the victim besides locking up the criminal. What does the victim want in return that the government can give them. I guess maybe money?

Are you talking of 'victims' of crimes? If so, nothing is done by the federal government except promoting gun culture as was well demonstrated by VP Dick Cheeney!

Violent crimes mostly fall under state law. The federal gov't. isn't much involved.

They do nothing, except prosecute the offender.

Actually, I am going to append to my comment and say that the Patriot Act (the one Liberals hate) does provide aid to victims of violence.
