she's confused because she doesn't know if you wear panties under or over. if they are under you have to undo the stockings to get them off. what is the right way?

With a garter belt its always over the garters, but girdles are sometimes longer. I have a couple sexy ones and I either forget the panties, wear thongs, or the panties with a Velcro side. Half the fun is fooling around in the stockings and girdle, so unhooking everything would be a turn off.
You can easily slide thongs, bikinis and lo rise panties over, and that alone is sometimes exciting, but I like the feeling of them sliding over my nylons when they come off, so if the girdle is small enough that you can wear them on top that's the easiest.

Traditionally under the garters, now adays lots of gals over the garters, easy to deal with in all aspects. I usually wear pantyhose under my bustier or girdle, stockings on top. that way only have to pull down pantyhose a bit. Tell your gal to try, awesome feeling of stockings against sheer to waist Hanes silk reflections!

Ice. An ice bag and/or an ice rub down might help. Fill an ice bag with ice cubes and place it on the muscle for 10-minute increments. For an ice rub down, fill some Dixie cups with water and freeze in the freezer. Then peel off the suitable area of the frozen cup and characteristic somebody rub the muscle with the iced cup for 10 minutes. good success.

Why don't you just get the panties that tie at the sides and then you can still wear them under?

They were worn under the garment in the 50's but nothing to stop her wearing them over for convience.
