how do you fixe the toilet from making these dripping noises when it is not the flapper; do I have to buy a whole new water machanism that is in the bowl or there is a simple adjustment required

Most likely if it is not the flapper, it is the valve that fills your water tank. You could try fixing just the portion of the valve that needs fixed...but to be honest you might as well replace the whole valve piece. The valve only costs a few dollars at any local hardware store and it would probably make it much easier to replace the entire valve piece. Sometimes though it can be just due mineral deposit build up on the valve and you just need to clean it off so the valve doesn't stick.

A dripping noise might just be the ballcock (that's the proper term for a toilet valve), they wear quickly if you have hard water. You can eliminate the valve by putting some food coloring in the tank, and waiting to see if it gets into the bowl. If it does, then you are leaking from the flapper, or the bolts that hold the tank to the bowl.
To determine if the leak is from the bolts or the flapper, flush the toilet until the bowl once again has clear water in it. Then turn off the water, and flush until the tank is nearly empty. Then put just enough water in the tank to cover the bottom, but below the seat for the flapper. Then put more food coloring in the tank, and see if it gets to the bowl. If it does, then you need to replace the bolts and seals between the tank and bowl.

Have you checked the water level in the tank? If it is just slightly above the edge of the overflow tube, it will "seep" and drip off the inside of the tube. Should be 3/4" below the top of the tube. This will also mean an adjustment to the fill valve to shut off at the proper level.

The round plastic tubing might be worned out so that makes the water drip into either tank or the bowl. Check to see if the arm is on tight if it is then you might have to buy a new one. Believe me I have had to change ours - it is the most annoying noise.

It's probably nothing to worry about, after a flush there is going to be water dripping from the valves and drains, it only lasts a short while until it's dry.
