Why can't the government put ankle bands on convicted pedophiles & make the laws tougher to protect children?

I think that they should but believe it or not there are actually people in this country that are advocating for the rights of pedophiles. I think once you harm a child like that you forfeit your rights but some people disagree. It is ridiculous that these people are allowed to wander anonymously through our country.
