Yes, but that is a play on words which I have seen over and over. Congress is derived from Latin with the meaning "a gathering of people".

But the congress do many things, from making law and stupid laws, take in more money than any one else and getting free medical with the tax payers money...
I don't know why they haven't impeach our great warlord yet, just don't understand why...
