It helps a lot if you happen to know someone...my boyfriend was living and working in VA, and happened to come out to CA for work. A friend of ours had already gotten a job out here and had recommended my boyfriend for a position. While he was out here working, he interviewed with the CA company, and had a job offer shortly after he got back to VA.
It can also depend somewhat on the level at which you're working. Someone in a higher category (manager, director, VP) is more likely to be hired and moved than an individual contributor, although my boyfriend is an example of the latter happening.
