Yes, there are definitely workplace regulations here in the USA and many other countries. You must provide a basic level of safety and comfort in the working environment.

I dont know where you live but here in Canada there are saftey regulations and I would say yes there are.This is a health issue and if the pemisses make the employees sick I am sure you can call in a health and saftey inspector.Unfortunatley though your boss might make your life miserable if he knows who reported him.

In the job site , I would think so. If my boss didn't heat or cool the building I could sue for unsafe work conditions.

Heating and cooling aren't required by US law. However, there are time limits that you can have people work as certain temperatures without breaks, etc.
