I say make it special and go to the fancy place. You can always go to Outback. Make them understand that its a special time and you want to remember it for what it is.
OUtback is for graduation dinners...not the prom.

Don't go anywhere too fancy -- remember, your dates have to pay for dinner, and in most cases, they aren't that rich! Also, most "fancy" restaurants only serve food that most high school kids have never eaten, so it could be awkward. One suggestion is to see if anyone in your group has parents who belong to a Country Club. Those are nice places to go, and are easy to arrange group seating for.
