For example, let me take the University of California,Berkley.The website says that the tuition fee for a non resident student in undergraduate study is $31000. Does that mean the tuition fee in economics as well as in computer engineering is same,i.e. $31000?

I think that depends upon the university. I work for another major american university in the college of business and I can say that our business students pay and additional technology fee for the use of our computer labs (and other services) on top of the tution and fees they pay to the university. So it depends upon the university and the individual college.

At a particular school, tuition is usually the same no matter the major. Obviously, if your field requires more years of study (like medical) then you will have to pay more for more years of attendance. But as far as yearly cost to attend classes, it is generally the same.
Keep in mind, though, schools often have extra classes taught by ancillary professors, and these may cost extra, but they are usually not required to graduate, they are just there if you want to take it.
Your best bet is to talk with an advisor at that school and find out how they do things. A good deal up front may turn into a nightmare in the long term, so you really need to do your homework first.

Tuition will generally be the same, but certain majors are much more costly than others. For example, my roommate in college majored in fashion and would spend hundreds if not thousands on projects as fabric costs and things really added up.

For a major at one the costs are relatively the same. Any difference would refer to lab fees, materials fees.
There is a SIGNIFICANT difference in tuition charged at various institutions of higher learning.

Also costs can very greatly from state to state... its a lot more expensive to live in California then it is in Arkansas. Plus you also want to consider urban vs. rural and if you'll need to work while in school.
