Its not actually Chalk, Its lime powder. they use this as it kill the grass where the lines are so you can go over them when they have been washed away by rain... I'm not sure if this is what they use on Professional pitches but it is defiantly what they use on armature/semi pro pitches... And you can get it in any Green DIY type place
added.... these people saying Emulsion paint??? You do realise that it is water based and at any sign of rain it would run all over the place.... silly people!

Your LOCAL: chalk shop, but you would end up with no markings as the wind would blow it away, or the rain wash it away.

if its on grass then youll need a machine similar to the ones they use to make road markings. if its on concrete youll also need one of those.
however if you just want plain old chalk, order it here

Go to the local Gardener's Supply(I'm not sure what you Brits call them) and get lime(calcium carbonate) that's what we use here in the States.
