I would say 2.

In 1. the noun is "sound" which is singular and the verb is "are drowning" which is plural. They don't match.
In 3 the nouns are "Carol" which is singular and "her children" which is plural and the verb is "is coming" with is singular which doesn't match with her children.
In 4 the noun is "many people" which is plural and the verb is "is" which is singular and they don't match.

Question 2. 3. and 4. are grammatically incorrect and should be:

It can't be number one, because 'sound' is the subject, and the verb, 'are,' is plural.

It is not number four because 'people' is the plural subject, yet 'is' is singular.

The answer is either two or three. I think it is number two, but I am not 100% certain.
