Actually, anyone who applies for and receives a business license for this type of operation could open it up. However, expect to receive a lot of resistance from the surrounding neighborhood. Among other obstacles, expect to run up against ordinances restricting the opening of such a business within a certain distance of schools or parks. Also, assuming the area you're considering allows the business, you'll also have to consider what type: here in California, you can serve alcohol (with a liquor license) and have girls strip down to a G-string. But if they're totally nude, no alcohol is permitted (sometimes called an adult juice bar).
The girls hired to work there mostly likely would be independent contractors (on a 1099); the clubs have them pay a daily fee for the privilege of doing their thing, and anything they clear in excess of that amount they keep. This keeps liability and the number of employees to a minimum - the business makes money whether or not the girls do. You'd also have to hire DJ's and front door guys - I don't know about security. And you'd have to have a facility that could be converted to accomodate the business - tenant improvements could be costly. Of course, you'd also have to have sufficient parking available.
You've got a lot of due diligence ahead of you, just like you would with any proposed business.

check local zoning laws first
better to buy an established business as it already has a permit ...but these strip joints that serve alcohol and food make the most money.
juice clubs are easier to open because you don't have the hassle with booze...but the profit margin is not as great.
city hall is the first place to go..good luck...these gentlemen clubs are not wanted in a lot of neighborhoods...it lowers their property value..good luck
