There's no such thing.
It's a term Bush uses to make people think that there's a unified group of Muslims that wants to take over the world.
Simply not true. Most Muslims want to have a say in how their own countries are run; a few want unified larger countries (Bin Laden is one of these; his ideal would be a theocracy, run by Muslim clerics).
Mostly what there really is are a bunch of splintered and independent little groups, some with somewhat over-lapping but different agendas.
The term is a way of lumping a whole bunch of people with different ideas together, as though there's one big, coordinated, organized group that's threatening the whole world.
Bush uses the term to justify his insane and destructive policies.
(Notice how many of the people who answered you buy into this myth -- it's worked on those who reject reality-based thinking. By repeating the term over and over, he and the others who use it have convinced many that there is such a thing.)

It is theocratic totalitarianism.
Thus, Islamo = Islamic religious beliefs and fascist = totalitarian central government control of everything.
