right click on your "taskbar" and go to properties, click the start menu tab... and change it back.

EDIT: Bad answer... i didn't read your whole statement. You might have deleted your "theme" somewhere in your system directory.

Restart your computer and if a menu comes up before it goes into Windows, MAKE SURE you select Normal Mode.

Are you logging in as the same user as before?

Is there an administrator of the machine that may limit you from changing your themes?

You're on the right track though.. the only place to change it in in your Control Panel, Display Properties, Theme Tab and select Windows XP Theme.

All you have to do is right click the taskbar, choose taskbar options and change if from windows classic to xp. However if this doesent work it maybe a virus or bug. Right click your desktop and select propeties then appearence and in the top box select classic then change it back to xp.
If this fails check for soem skinning software like skinstudio (skins your pc) and uninstall it!
If all else fails boot in safe mode and try there.

Start > Run and type
services.msc
Find the Themes service and make sure it's running.
