A friend of mine has a brother with a fetter, and suddenly my friend started to have internet connection problems, he thinks is the fetter that is sending interference, but then he told me that it was the server that had problems. Is that possible?
I really doubt it but if someone knows about this tell me.

Lol I don't know if fetter is the correct word, english isnt my first language, but is the thing that convicts wear to be localized, you get the idea.

What is a "fetter"?
If you mean "Filter" as in blocking certain web sites, remove it from Internet Explorer OR his Firewall or both.
If not, please clarify!!!
