Yes, its true. The best time to water your garden or yard is in the morning. Second choice is to water in the evening but the moisture overnight could cause fungus though not likely. Never water in the heat of afternoon. As well as burning the yard, you lose a lot of moisture through evaporation.

When I did horticulture we were told it is complete rubbish - just an old wives tale. No it won't magnify the heat etc and you don't burn anymore if you are wet in the sun. I water my plants in the middle of the day if I need to all the time, never had any burn and I live in an area that gets to 105 deg f.
Having said this, don't do it unless you have to as the evaporation rate is higher and its wasteful. Watch watering in the evening on leaves, if I water too late even with very low humidity some of my plants get mildew etc.

If you water them early in the morning, during the course of the day the water will absorb the heat from sunlight and UV rays and at the end of the day the water is relatively hot. So on hot sunny days water the plants just 2 hours prior to sunset to avoid this. Water is a good heat conductor so it will hold on to heat for hours which in turn will damage the plants.

Absolutely true. If you are wet (just got out of the swimming pool) stay on the sun and your friend who is dry staying with you same amount of time. Who will get sunburn first? Well, after that it will hurt a little bit, you'll put some lotion, but what about plans? I don't thin k that we have lotions for the plants yet...
Don't kill your plants. The best time to water is early morning or in the evening after the sun is not that hot.
Good luck!!!

plants should be watered in the early morning so water has a chance to soak in before just drying up in the sun. watering in the sun does no good as water evaporates from the heat. night watering encourages fungus growth.

It is true. The water droplets left on the leaves act as miniature magnifying glasses. The sunlight goes through and burns the leaves. We always water in the evening.

think of it like this...
If you were swimming and went to lie down in the sun, wouldn't you get a sunburn quicker than without the added water on your skin?
Watering grass during the day will dry it out and that might let it burn. Watering on cloudy days or late evening will let the grass/flowers maintain the water for moisture and thereforeno dried up grass/gargen
