Publishing a law makes it final, by not actually enacting a law people can discuss it so it is free debate. If people debate a topic a better solution/law is the result because more input and information is given from what the public thinks. Discussions and debate that has been denied is what happens when a law is prematurely enacted, not allowing any debate or communication, resulting in a law that is not representative of the society's ideas but rather the government's.
