The Academy Awards (Oscar is the name given to the statue) is a member voting award system. If you have won an Academy Award, you become a voting member. If you have not, you get no say in who wins what.

The Golden Globes are a popularity contest. Anyone who is a member of the Screen Actors Guild, the Writers Guild, or the Directors Guild votes.
