reversing the charges means when you ring the other person is billed for it

Generally a reverse charge means that the receiver of the call gets billed instead of the caller but the wording of your sentence has me worried.

I could interpret that sentence as being when you call that business there may be fees or charges for what ever the thing is and which they are going to reverse .. TO YOU. The reason being because they use the term "calls are to be made" (with or on the basis of) "reversed charge(s)" .

It means you do not have to pay the charge of that call. The person you are calling to will be charged for the call you make.
