There are three types of touch screens.
The simplest is the resistive passive touch screen. These work in the same manner as the pda touch screen. the hardware is integral to the display, so you cannot add it to a computer. This type of screen can be easily damaged. The advantage is that anything, including a finger tip can be used as a stylus.
The second type is the active digitizer screen as specified in the Windows Tablet PC specification. These use a special stylus pen that emits a signal which a special sensor layer under the screen can detect and track. This is also integral to the screen. The disadvantage is the need for a expensive special stylus. The advantage is that the display cannot be easily damaged.
The third type of touch screen is the optical matrix. These area simple, Low resolution desigh than can easily be retrofitted to a desktop monitor. This design is an add-on bezel that attaches to the front of the monitor screen. The bezel contains several holes on the inside edge. infrared light is beamed between ir leds and ir sensors to form an invisible grid of infrared light in front of the screen. Touching the screen with a finger will break 2 or more intersecting beams and a software driver translates the to the system
This type is inexpensive and can be added to an existing monitor, but is not practical for use in a laptop, due to power requirements and bulk.

You need some additional hardware as well to detect where your finger is. This could be a transparent overlay, an optical pen or an opto electronic matrix so it would be possible but not just with software.

you need hardware as well its bulky and expensive probably better to buy a touch screen laptop or tablet PC

pretty much - no and no.
touchscreen ability is done with hardware not software, nothing you can download will give your laptop a touch senstive screen.
you will need at the very least a touchscreen overlay to place over your laptop's screen but unsurprisingly they aren't free:
