For my dog to hate her puppies and refuse to feed them. But yet she is gladly nursing all the neighborhood cats........

Pretty unusual, but sometimes the mother instinct can get discombobulated.. (That is the medical term for your dogs condition).
I had a Chihuahua that "adopted" a kitten whose mother refused to acknowledge her baby. So go figure.
