Actually, male genitals become darker after puberty because they begin making sperm. I don't know why females have darker genitals, maybe becuase they start thier periods.

Actually... I don't know BECAUSE I don't believe in evolution - Darwin's theory. Evolution says that the genitals in lower animals are bright and colored so as to attract attention, and so we retained that characteristic while evolving from a tree-swinging primate to now. But for me... the darker scrotum and penis is a HUGE bull's eye - and it makes me wanna screw.

cause skin in that area expands and shrivels(for a better word) all the time so its not elastic like skin in other areas
