I don't know but it is a major problem here. Also in Japan but thats a different story.
I think that it has become very, very expensive to raise a child in today's world. I think this is a big reason why. The use of birth control is quite high but I don't think this is the problem. I think it relies on the state of marriage today. People seem to take marriage much less seriously as they once did. Divorce rates are high and so it can be hard to form families.
As the guy above states, many EU countries give tax benefits to native European couples producing children.
One side-effect of this is that the lack of native people will result in the governments having to rely on foreigners as the labour force. So the foreigners flood into our countries and we all know what happens then. The foreigners from 3rd world countries don't seem to have this problem of low birth rates.
It's true that at the beginning of the 20th century we (Europeans) had an iron grip on so much of the world but back then people continued to have lots of children.

This is being seen in all developed countries.
People become more materialistic and either feel that they can not afford children or are not willing to make the sacrifices in time and money to have them.
When they do have one they are frightened by the cost of college and the ability to properly raise more than one.
Some people feel like the human race is now undergoing a reverse evolution because the people least fit to have children and care for them are the one's having large families.
Hence their genetic traits will eventually come to dominate the gene pool.
In the US some people have started putting a bumper sticker on their cars which say "Stupid people shouldn't breed!"

It's not just in Europe, Japan also has the same problem too. I took a sociology class were it suggested that people that have a healthy and rich society tend to focus less on family growth, but more on self growth (like through their jobs). The US has the same problem with whites, but because of immigration (like from Mexico) the overall effect is a modest US growth in population.

Because their population growth rate has just become dwarfed by the rates of those in third-world countries that will hump anything that moves. Normally, disease would've leveled the playing field, but we love to send money and medical aid to a bad investment.

first google global report 2000, it has to do w/ a world-wide edict that the population is growing to fast and that there needs to ethnic cleansing of sorts. not sure how this relates to europe, but i know russia is in delcine too. anyhow GR2000 outlined to the US Pres, Carter at the time that something needs to be done to reduce pop numbers, interestingly AIDS broke out in prisons and africa not long after, go figure

It's simple, they only have kids that they can feed and take care of on their budget when other races are irresponsible enough to have 5+ kids when they could barely afford to take care of one. Why should they worry though? There's always welfare!

First of all, they didn't start modern civilization. Civilizations existed simultaneously worldwide. You have China, you have the Mound Builders (from which I'm descended,) Songhai, and onward.
Second, why do we care what they do? It's their choice, not ours, to do so.
