You'll want to check the battery and replace it as necessary. You'll also want to check the spark plugs to make sure that they aren't all fouled up. Replace as necessary. Besides the gas tank, you'll want to check the gas line and gas filter, again cleaning and/or replacing as needed. If you want to find out if it was indeed sold to LA PD, all you have to do is get the VIN number and contact the manufacturer. LA PD and all major police departments don't buy used bikes, so the bike would have been manufactured and sent directly to that police department. As far as how much it is worth, just check with Kelley blue book for the current market value.

pull the plugs spray some wd40 or equivalent into the cylinders whe a bike sits that long the rings may rust to the walls let it sit for a day or two then turn it over by hand fresh gas plugs and the usual

lot of good info so far, I would also check the brke lines and hoses. Sitting that long athe the very least the fluid is shot. Check over the tires, all cables and hoses, change all fluids, check battery, when you do test ride ride in driveway or something. Be safe!

well if its been sitting for that long, honestly i would take it to a shop or do it myself, i would take it apart and clean all the parts and pretty much service the entire bike, because driving it after its been sitting ever since 1990 wouldnt be too smart without overhauling the entire bike.
