... exchange it or give me a refund. I just want to send it back and retrieve my money. The item was bought at the beginning of this month, and I have a Visa card registered with Paypal. Should I go to the bank to cancel the payment? Which would be the best option?
Thanks!

The seller says in his ad that they offer a refund or an exchange if a claim is made within 10 days of having received the item. Trouble is that this seller is very hard to contact and the 10 days are about to be up. I think he is doing this on purpose so that after that time I don't stand a chance of a refund.

First you must read the seller's return policy. Does he even have one? You've waited almost the end of the month and many seller's return policies stipulate that returns are accepted up to a certain amount of time after purchase.

Since it's so late in the game, you probably can't cancel the payment as I imagine the seller has received the funds already.

Now it the item is defective and the seller won't take it back, you can do what is called a chargeback through Paypal. What this is is an online form you fill out with all the information about the sale, the problems etc. PayPal then contacts the seller to get his side of it and PayPal then makes the decision whether to give you a refund or not.

This may wind up being a hard lesson. Never ever buy anything from a seller without establishing how much shipping will be ahead of time if their website doesn't state it and without knowing what their return policy is.

You need to contact Paypal, they will then look into your query,. Although the seller may not offer a refund, Paypal will & then retrieve the money back from him. Make your query as specific as you can. Normally, once you've got Paypal involved the seller will cough up cos they won't want the hassle. Paypal is the way to go. Hope this helps. Good luck.

If the product fits the description of the item when it was listed then i'm afraid there's not a lot you can do about it. If, however, the product is different to the description the seller gave you then you are fully entitled to a refund. If this is the case, send an e-mail to eBay and they should be able to sort it out from there, including refunding your paypal account.
Good luck.

if the ad stated 'as is' or absolutely no refunds, your SOL, but if the ad does not say any of that, I would deffinately file a claim with Paypal, they are pretty good at getting you a refund. Actually even at times when I have dealt with jerk sellers on ebay, as soon as I opened up a claim with Paypal, I got my money back within a couple of weeks.

All depends on whether you paid more than £100, get on to your credit card people and ask them and go to PayPal telling them about the problems, they might help you get it all sorted out. Make sure you keep all your emails regarding the item purchased and all queries since.
Good luck!
PS Distance selling laws might apply as well, so that could bring in "suitable for sale" act
