Many of the hotels in Las vegas have areas around their pool where topless sunbathing is permitted. Best thing to do is check with the hotel you're considering staying at to see if they have such a facility.

Lots of hotels have special places for topless sunbathing. The best (and most popular) is Cesar's Palace. Lots of naked people there and its done in a tactful way.
