Absolutely. This will shake them up a bit, and make them think twice. They might give a better reference as well.
Never "burn your bridges", as the first answer says. Many corporations are networked together, and your friend might end up having his ex-boss influence his next job.

Yes, I'd shake. It shows you are professional. You don't have to like them to shake their hands and it doesn't mean you're crazy.
