I suggest you attend local jam sessions, where you can meet other musicians and also, get up on stage and try performing with the musicians. Before you go, try and prepare a least a couple of songs you do really well, yet are simple enough for other musicians to follow and accompany you. You might have the other musicians at the jam seesion, wanting to start up a band with you.
If you've never played in a band before, then I suggest you get some play along CDs, and practice playing with professional studio musicians. You can get play along CDs for just about every musical instrument you can think of, plus download printable sheet music and guitar tab with midi at http://download-sheet-music-online.com/
(just type in play along CD in the search engine on the site)

Firstly, don't ask the same question three times.

Get the word out. Tell everyone you know that you're looking to start a band. Find people who play instruments. Make posters, if you have to. Most importantly, be persistent.

Look around. Ask your friends and see who knows how to play what. Do not give up, there always will be someone. And then see when are they free to jam. Then you jam. Slowly it becomes a band.
