Well, someone can't write. That sentence is wrong.

Let's see... I would write it like this:

"Since all discussions were denied, the law was never enhanced by free debate before being published."

Or something like that.

In laymens terms I think this is a good answer:

The fact that no one thought that the law should have discussion and debate so it could be a better worded or just better law...it ahs been denied to be passed.

Or
The law was too vague and was not written so people had a chance to state it flaws therefore it was denied.
