You can't get VV 1 or VV2 in the shops, they are only available to buy via a download site such as Big Fish or LDW who designed the game.
You could give EA's The Sims or The Sims 2 a go, the original Sims is available very cheaply now for the complete collection, the 2 game and EP's are still a little pricey though depending where you get them from.
If you have a local GAME shop or equivalent go in and have a look at what sim games they have for the PC (which are usually pretty cheap anyway and they have a good selection).

As far as I know it is only available online. It's a cute little program but doesn't really have much to keep you going back to it. I have it and loved it but have completed it already. Why not go for other sim games that are available. Theme Hospital is quite a good one and as an added bonus can be found in the bargain PC games section.
