The saying is Artsy Fartsy. It refers to people who are snobbish and who only like things that are expensive or go to places where the so called well to do go.
They aren't interested in every day events or parties.

Arty usually is a compliment - arty farty means pretentious rubbish.

If you say someone is 'arty' it means that they have a talent for art. Art(s)y-Fart(s)y means they are talentless poseurs (pretenders) as in "Culture Snobs"
