or do you just have to not sign in for a ammount of time before it shuts down anyway?

If you do not sign into your e-mail account, it will eventually be closed. If you do not want to wait you can follow these steps:
Follow these steps to delete your Hotmail account:

1) Click Help on any Hotmail page (usually top right-hand corner).
2) Type Close Account in the keyword search section of the Help screen.
3) Click the Close Your Account link within the Help screen.
4) Click the go to the Close Account link that is highlighted in blue.
5) Read the instructions. When you are satisfied that you understand the terms associated with an account closure, click Close Account.

Just AVOID using the "HOTMAIL" account, for a month, and "MSN" will close it down, AUTOMATICALLY! That HAPPENED, to ME, - more than a YEAR AGO, and, - at FIRST, - I tried to "RECOVER" the situation, - and, even, went so far as to open up ANOTHER account.
Eventually, though, I got so SICK of TRYING, - and FAILING, - to be allowed, to SIGN IN, that, I gave up, trying! On the VERY SAME day, I opened up a "YAHOO" account, - and I could NOT be HAPPIER, than I am, right now!
It's "YAHOO!" for me, every time, now!

SIMPLE!
all u do is not sign on 4 a while maybe two months n then it will shut down by itself!

From what i know i think that you have to stay off it for a while and then it gets closed down. Not sure how long though.

Just don't use it, it'll shut itself. just open a fresh account and use that one instead

Easiest way to close an hotmail account:
Sign in your hotmail account.
Then go to,
http://g.msn.com/0HEMSN_HOTMAIL_PIMV10ENUS9/10014
Close your account.

Just don't log in. It will eventually get suspended.
