Well it used to be to keep a cohesive system of government to maintain the basic infrastructure of societies like roads, commerce, schools, etc. Now it has become a way to manipulate the economy. Keynsian economics is where the government uses large spends large sums of money to give people jobs and to keep the economic cycle going. Its also a way to redistribute the wealth from the rich to the poor (the rich are the highest taxed on any industrial nation) in the form of transfer payments like welfare and social security or indirect subsidies of industries like naval ship building or software design for governmental purposes or direct employment through things like social workers or teachers.
