Voters don't have a say in the implementation of the Monitary policy. It is at the sole control of the Federal Open Market Committee a committee inside the Federal Reserve system. Federal Reserve Chair is it's head. Though the Federal Reserve Chair is appointed by the President. The best a citizen can do to influence this Monitary policy is to elect a President after studying his or his agenda during his campaign days and picking up someone who is likely to implement policies you like and who might also pick up a Federal Reserve chair who can implement the Monitary policy you enjoy living with.

Not directly thank goodness. Indirectly through the President who nominates fed chairman and senate approval.
