Depends where you are travelling from.

Kerala will be peak monsoons season.
Ooty or Kodaikanal are lovely in the off season. I understand their main monsoon is later in the year.
Mahableshwar, a hill station in Maharashtra is always lovely and misty in the monsoons, but it can rain torrentially. Plenty of stay options.
Malshej Ghat, about 3hr drive from Mumbai, along the Kalyan - Ahmednagar highway is truly fantastic in the rains - waterfall paradise. If in a group, you would enjoy it all the more. MTDC (Maharashtra tourism) has a hotel there.
Goa in the rains ?
Silvassa is well forested and is also nice in the rains. Plenty of hotels and resorts in all budgets.
Saputara in the Dangs district of Gujarat, bordering Nashik district is also nice.

retaining in ideas all your situations - available, least summer rush, railway station proximity, good boarding/accommodations - Kasauli in Himachal Pradesh is composed of my ideas. My journey has been great there. it is almost all funds place - yet without outstanding luxuries.

I don't know where are you from.. if you like go for Golden Triangle (Delhi-Agra-Jaipur) or you can go to Rajasthan tour. If you like to visit In MP go for Khajuraho temple you can visit Varanasi pls visit this site www.holidayclubindia.net for more options.

in the month of july this is summur.so go to the KANYAKUMARI in the south.i think this will be the best for holidays.
