How difficult? At start (I started when I am 15) it's quite a pain, but I do improve thru time. You can start with some softwares and e-books. I started using netobjects (and still using it now) fusion. I also use some softwares like microsoft publisher as a starting point.

Cost? It wont cost you starting a website if you have the right software (download some sharewares!) and the right hosting (many offer free hosting, mine is post4hosting.com) or you can use geocities.

Just practice, the result might be not as good as you expect it to be, but hey, it's still a good start!

Start by going to one of the free"beginner" sites like Yahoo's http://geocities.com They have a lot of resources (and a wizard to walk you through the first couple pages) to get you started for free.

Playing with it for a bit and you should be able to learn about web page creation, HTML, etc. They have tutorials to help you. Eventually you will be ready to leave there and move on to a "real" web site.
