Tourists are tourists wherever they go. Yes women are able to wear vest, uncovering shoulders and arms. And yes, shorts are totally ok.
However, low cut outfits baring cleavage or showing your belly (besides at the beach) is too extreme for a muslim country where dress code is pretty conservative. Moroccans are very used to seeing tourists around year so a western way of dressing is already accepted as long as it doesn't transgress local culture and religious respect. Women usually don't wear skirts stopping above their knees or suggestive tops. Make up should be subdued and hair tamed. Common sense applies, it's a muslim conservative country however moderate it might be.
If you are with a tour and group of tourist with a guide, there shouldn't be any issue as I said, Marrakech residents are totally acquaint with western fashion. And the hot weather also implies that you will not be wearing long sleeves or heavy outfits anyway, noone does around that part of the country.

I had this worry when we went to Marrakech, but outside of the Medina the people are a lot more 'westernised'. I made sure that my cleavage was not on show and that the vest tops I wore had quite thick straps (it was incredibly hot in October). I wore T-Shirts and 3 qtr length trousers when going into the palaces or any religious places. You should definately respect their religion.............. On my first day I really covered up until I got an idea of what other people were wearing. If you are worried, do the same, just go out for a walk within the Medina on the first day to get an idea, especially to see if the men look at you strangely (they don't!). Take some t-shirts and some longer trousers just in case. I felt fine after the first day and as long as your bum cheeks and cleavage aren't falling out anywhere then you should be fine.
If you happen to plan a trip into the Atlas Mountains, be warned, I was told there would be some walking to do, but it was more like hiking and climbing! One woman wore a skirt and couldn't come with us!!!
Have a great time and enjoy all the shopping! (And if you do want to be like the locals, they sell plenty of long sleeved dresses!)

I feel that skirts tend to either look kind of cheap or trashy if they are tight and short, or they are just the run of the mill jean skirts that aren't necessarily sexy.

Try maxi dresses with the comparative side slits those will look great on you! It doesn't matter if you have long legs or not simply strut that skirt

no to vest tops. T shirts are ok cos they cover your shoulders. Disrespectful to their religion for women to bare shoulders

iv been there and its best not to as muslims tend to get offended by this, as u r showing too much of ur skin. a t shirt is best and not 3/4 trousers is best.
