When is it best to transplant rhubarb and can you use it the same year?

Any time I transplanted it, It was like starting over and I had to rest it for a year without harvesting.

Asuming you are in a more northern state, probably mid to late may. If I was to do that I would give it until next year before harvesting a lot off of it.
Just use good judgement. :)

Spring is best and you should wait a year to allow it to reestablish itself.
