Start with the basics, HTML is the lowest form of web programming, and very easy. You can also use FrontPage, DreamWeaver, or even Word to create a web site with out knowing or even seeing any code.
Then you will come across the problem of HOSTING a web site. You basicly have two choices. Pay money to have someone host your site for you (godaddy.com is very cheap and popular), or host it yourself with Apache or IIS for free.
If you host your site yourself, you will need a DDNS. Because your IP address at your house is always changing, you will need a program running in the background to constantly update it when it does. www.no-ip.com is a great service for this (i use it too).
Read the support tab at www.no-ip.com. It should answer all your questions about DDNS.
