I found this "sludge" around the base of a new tree in my yard. It surrounded the trunk like a donut, about 1 1/2 -2 inches high and about 1 inch thick. Thick and jello like in substance. Very gross. Any clues as to what it is and how to treat it. I really want to save the tree.

The tree has borers, you will need to put a systemic bug killer on it or since it is a small tree consider pulling it up and getting one that is hardier for your area--borers are an on going problem in birch, willow, flowering plum and many fruit trees.

Yes, it is caused from borers. Systemic should treat it. I had this problem with a peach tree and I didn't treat it soon enough and the tree died.

It's either a fungus of some sort, or the tree has gummosis.

It sounds like a fungus. Try a fungicide on it.
