It's a slang term. Where I come from, it can mean one of two things:
1 - You have a big wad of money in your pocket, but it's all one dollar bills except for the bill on the outside which is a $50 or $100 so that you look like you have thousands in cash on you.
2 - It can also mean spending all your money on things to show off (gold jewelry, designer clothing, etc.), while not being able to afford necessities like food or gas for your Lexus.
I assume it came around as an insult to black people.

Whites call it *** rich, blacks call it hood rich. It's really prevalent in the inner cities. Take for instance a young black girl walking through the mall with $400 Gucci sandals, Cartier sunglasses, and a Prada bag with True Religion jeans BUT the dumbazz is walking to her car: A 1983 Ford Taurus with the left rearview mirror dangling off and a busted tail light. Or, the guy with the 2007 Escalade on 24inch spinners (rims) who lives in the projects. That, my dear, is hood rich.

Compact crankset is used mostly for competition, maybe 42-52 teeth or so. Compact frame is smaller for the same size rider. While those are lighter frames, more seat post is left exposed and outside of the support of the triangles that make the frame.
