Music is an art form. It is a language of sound used to convey ideas in a way that great minds have said is the most direct method of projecting the subjective.

Shouldn't Music should be moved to the Arts and Humanities or is it because the popular use of music is nothing more than foot-tapping entertainment, however unhealthy?

I think it's because of the type of music discussed in this area. Most of the "questions" are related to current/recent pop literature... not the classics. I have found a lot of classical music/music pedagogy questions in the Arts and Humanites, Performing Arts category. It sucks I know, but not everyone has a sophisticated ear such as you and I.

Sarah is right. How many questions have we seen, even under the heading Performing Arts, where someone is looking for a "song" by Beethoven, or Mozart.
It is not just the art form that has become degraded, but the language as well. ( Most of the questions under Language ask for free translations or help with homework....)
And there was one fellow recently who wondered at the oddity of non-biblical names for children in English as being too cumbersome and "spelled weirdly"

rejoice in your intellectual and creative ideals. You are far from alone, but this computer world is a medium for the younger people who haven't yet figured out that the real entertainment is always generated from within one's heart and soul anyways.
